SAiS as FDP implies to have sufficient number of staff in its support center with sufficient professional technical background, skill and qualification with the applicable Oracle programs and hardware dedicated to respond to service request in a consistent manner according to Oracle support policies. The FDP specialists must implement the Premier Support that Oracle partners (or Oracle directly) sell it to the final customer (end-user).
